What does Illinois law say about sports betting?

- Tax and licensing. Since July 1, 2025, Illinois adds a per-wager tax on online sports wagers: $0.25 per wager for the first 20 million wagers each fiscal year and $0.50 after that, on top of other taxes. What courts and officials have done about exchanges in Illinois
- On Oct. 2, 2026, U.S. District Judge Martha Pacold granted Kalshi, Coinbase and the CFTC a preliminary injunction blocking Illinois' sports-wagering license rules as applied to their contracts, finding them likely swaps. - In April 2026 the Illinois Gaming Board's administrator sent cease-and-desist letters to Kalshi, Polymarket, Crypto.com and Robinhood alleging unlicensed sports wagering.
