State law makes making a bet a misdemeanor, and the list of things that are not bets covers pari-mutuel horse racing, bingo, raffles and State Lottery tickets, but not sports betting. What courts and officials have done about exchanges in Minnesota

  • On July 27, 2026, U.S. District Judge Katherine Menendez preliminarily blocked Minnesota's law making it a felony to host or advertise prediction markets, days before it took effect.   • After the July 27, 2026 order, Minnesota Attorney General Keith Ellison said he planned to keep defending the law.
